The human resource manager manages and prepares the budget for the city clerk's office and the pay plan for city employees. The office is also responsible for the following areas:
  • Administering city health insurance and benefit plans and workers' compensation insurance
  • Administering performance evaluations
  • Developing and maintaining discipline and grievance procedures
  • Developing the personnel policy and providing oversight of the policy
  • Recruiting and selecting future city employees
  • Maintaining and retaining personnel records
  • Performing payroll functions for city employees
